At a time when the available equipment exceeds the resources of the California Department of Forest Protection and Fire Protection (CAL FIRE), the department is shutting down private sector equipment and services to supplement its own resources. CAL FIRE is trying to obtain resources that meet the resource needs of the Incident Commander, at a fair price to the contractor and which represents a prudent expenditure of government taxpayers` money. CAL FIRE incident commanders determine the equipment needed to assist a logistical and operational incident to achieve incident objectives. Suppliers are not involved in the process of identifying event equipment or personnel requirements. No contractor is guaranteed by the conclusion of an EERA with CAL FIRE a certain level of activity. CAL FIRE uses well-established guidelines to distribute firefighting and assistance equipment orders. The intent of these guidelines is to maintain fair business practices and distribute orders with as many suppliers as possible, while they are fiscally responsible with government taxpayers` money. Contractors who object to the conditions set out in it should not be sent to EERA by CAL FIRE. The publication and dissemination of this information is to enable all potential contractors to access the conditions of the conclusion of an EERA at CAL FIRE. Written comments and suggestions to improve these policies and procedures should be sent to the following information: The CAL FIRE website contains excerpts from the policies, procedures and payment rates used by CAL FIRE. These guidelines set out the conditions for the conclusion of an emergency equipment lease (EERA) with CAL FIRE. These conditions reflect CAL FIRE`s business requirements and, as such, are the trade rules of CAL FIRE. These guidelines, procedures and tariffs are not laws or regulations, although in some cases they reflect the requirements of existing laws and regulations.
